E 210 Street Classifications and Network Concepts
Los Angeles streets are classified based on their function in the larger street system, planned land use, and existing conditions. The Mobility Plan 2035 establishes the designated street classifications for Arterial Streets, Scenic Highways, Divided Streets, and Modified Segments. Community Plans (the Land Use Element of the General Plan) establish the designated street classifications for Collector streets and identify proposed streets. Additional non-arterial street and public right-of-way types including Local Streets, Shared Streets, and Walk Streets are also part of the circulation system but are not designated in the General Plan. The ultimate widths of a street and public right-of-way are determined in accordance with its classification.
Additionally, the City’s Mobility Plan 2035 identifies Mobility Plan 2035 Network Concepts to emphasize modal priorities on specific streets. The Network Concepts (also referred to as Enhanced Networks or simply Networks) are not part of a street’s official designation. Requirements and recommendations for transportation facilities and other street design elements are determined in accordance with a street’s identified Network or Networks.
